Petya Ivanova is the founder of Smart Staff – an HR and recruitment company specialising in talent acquisition, HR outsourcing, team building, and third-country workforce integration.

With more than 10 years of experience in outsourcing and recruitment administration, she works actively with both Bulgarian and international companies across various industries.

On today's labour market, employers struggle to find the right people, while candidates struggle to find the right opportunities. Why is this happening?

The problem today is not simply the lack of workforce, but the growing mismatch between business expectations and people's expectations.

Years ago, careers naturally followed education – people studied, started working, and developed in their chosen field. At one point, however, employers began searching mainly for experienced candidates, while many young professionals were never given a real opportunity to grow. This pushed a large number of people toward freelance careers and more flexible ways of working.

Today, the role of the modern HR consultant is not simply to send CVs, but to understand both people and businesses in depth.

The labour market changed faster than people and businesses did. Today, employers are looking for stability and qualified professionals, while employees seek freedom, development, and security. Somewhere in between these expectations, trust and communication were lost.

We analyse employers, teams, and their real expectations. We do the same with candidates, because one conversation often reveals far more than a CV ever could. Once you understand the motivation and goals of both sides, you can create sustainable partnerships instead of simply filling positions.

In this case, is there a place for AI and automation in recruitment?

Artificial intelligence is already part of modern recruitment, and we also use AI tools for initial screening, data analysis, and the optimisation of operational and administrative processes. However, when it comes to trust, motivation, and human potential, technology cannot replace real conversations and personal connection. AI can support the recruitment process, but it cannot replace the human factor behind it.

Everyone talks about hiring workers from third countries, but what does the process actually look like behind the scenes?

Hiring third-country workers is a complex process involving coordination between institutions, documentation, and strong organisational planning. In practice, we see how valuable this model is for businesses in manufacturing, construction, logistics, and tourism – industries where labour shortages lead directly to financial losses and limited growth opportunities.

When organised properly, the process gives employers stability, predictability, and the ability to maintain a consistent operational rhythm and business capacity.

Businesses are not built only with ideas, technology, and investments. They are built with people.

You also consult international companies. What are the main challenges they face when entering the Bulgarian market?

International companies often enter Bulgaria with a clear business strategy, but quickly face an administrative and legal environment that is difficult to navigate at first.

This is where the role of the local HR partner becomes essential.

На трудовия пазар днес, от една страна, има работодатели, които не могат да намерят точната работна ръка, а от другата страна – хора, които не могат да си намерят подходяща работа. Защо се получава така?

Проблемът днес не е само липсата на кадри, а разминаването в очакванията между бизнеса и хората.

Преди години професията следваше образованието – учиш, започваш работа и се развиваш. В един момент обаче работодателите започнаха да търсят готови кадри с опит, а много млади специалисти не получиха реален шанс за развитие. Това насочи голяма част от хората към свободни професии и гъвкави модели на работа.

Днес ролята на съвременния HR консултант не е просто да изпраща CV-та, а да разбира хората и бизнеса в дълбочина. Ние анализираме работодателите, екипите и реалните им очаквания. Същото правим и с кандидатите, защото един разговор често казва много повече от едно CV. Когато разбереш мотивацията и целите и на двете страни, можеш да създадеш устойчиво партньорство, а не просто назначение.

Пазарът на труда се промени по-бързо от хората и компаниите. Днес работодателите търсят стабилност и подготвени кадри, а служителите – свобода, развитие и сигурност. Някъде по средата между тези очаквания се изгубиха доверието и комуникацията.

В такъв случай имат ли място ИИ и автоматизацията в подбора на хора?

Изкуственият интелект вече е част от съвременния подбор и ние също използваме AI инструменти за първичен анализ, обработка на данни и оптимизиране на административните процеси. Но когато говорим за доверие, мотивация и човешки потенциал, технологията не може да замени разговора и личното отношение. AI може да помогне на процеса, но не може да замени човешкия фактор в него.

Всички говорят за наемане на хора от трети страни, но как изглежда процесът отвътре?

Наемането на работници от трети страни е сложен процес, който включва координация между институции, документация и добра организация. В практиката си виждаме, че този модел помага изключително много на бизнеси, които работят в сферата на производството, строителството, логистиката и туризма – сектори, в които липсата на кадри води до директни загуби и невъзможност за растеж.

Когато процесът е организиран правилно, работодателите получават стабилност, предвидимост и възможност бизнесът им да работи с постоянен ритъм и капацитет.

Бизнесът не се изгражда само с идеи, технологии и инвестиции. Изгражда се с хора.

Консултирате и международни компании. Какви са основните трудности, с които се срещат те, когато стъпват на българския пазар?

Международните компании често влизат в България с ясна бизнес стратегия, но се сблъскват с административна и законова среда, която трудно разбират в началото.
